Civic Information System (CIS)



To develop Civic Information System for the administrative functioning of corporations using GIS and remote sensing techniques.


Conventional Inputs Used For The Project:

1. Maps of city survey department.

2. Maps of corporation zones, prabhags, wards etc

Maps of Development Plan, basemaps of  rail, bridges, roads, octrai-naka,  contours, drainage,           vegetation, overhead water tanks, parks and grounds, hospitals, libraries, cinema halls, hospitals,  schools, fire stations, colleges, hotel, post office, markets, MSEB substations, banks, police stations,  govt.  offices, major land marks, constituency sectors, slums etc.

Effective usage of the spatial technology RS and GIS in decision making, single platform integrated analysis system on the desktop of decision maker, uniform approach, elimination of biased elements, a strong platform for regional planning activities, spatial information based system to keep pace with the challenging scenario, high level of confidence, accuracy and transparency in administration, saving on the valuable resources like manpower, time and money are the main objectives of the Civic Information System. The existing resources and infrastructure are mapped and put up for easy display  of maps so that the decision maker can monitor the ground situation at the click of a button.  Also there is a provision to update the maps from the satellite imagery at an interval of 6 months so that decisions can be effectively taken.

Civic Information system (CIS), focuses on  the use of Remote Sensing (RS) and Geographical Information System (GIS) in Geo-administrative Setup of Civic Functional Bodies.  The system developed so far provides information on civic amenities, which oversees the traditional way of municipal administration. In addition, CIS is a solution to the physical, economical, political, social and environmental problems.  The System facilitates line departments of civic bodies to avail the information of all amenities viz. rail, roads, drainages, canals, libraries, schools, colleges, hospitals, government offices etc.,  that can be used for the planning and development of local bodies. CIS is a Decision Support System (DSS), which facilitates in slum development and monitoring slum extensions in Municipal Corporation limit. Users list of the developed system includes Municipal Corporations, Municipal Councils, Nagar-Parishads  and Town Planning Departments of the State.

 CIS is used by the municipal commissioners, slum engineers, city engineers, ward officials, executive engineers, town planning and development officers for smooth functioning of the day to day activities of the State. The system encompasses  the purpose of  monitoring and planning of urban areas in Maharashtra State. A customized GIS environment is developed  with features like metadata, thematic mapping, map composition, printing at different scales. In CIS non-spatial data is attached to  thematic layers. In CIS, various satellite imageries like IKONOS, QUICKBIRD, LISS-4, AWIFS are used. Hence, the implementation of the CIS  will  definitely raise the revenue  of the civic bodies.



The spatial and non-spatial database is  generated in GIS environment. A unique coding system is  introduced in each layer for generating a primary key, which is  further utilized for linking non-spatial data. High-resolution satellite data for the study area is analyzed for generation of base map as well as slum area delineation. The available maps are digitized and geo-referenced with the high-resolution satellite data.

To display metadata information, corporation details have been obtained from their officials like history of the corporation, tabular structure of the functioning body in tree structure form, geo-administrative structure, non-spatial structure. city survey zones information, their names and numbers etc.. Metadata of the slums have been obtained that contains details about the number of slums, categorization, landownership, land use and other minor details.

Railway, bridges, road, octrai naka, buildings, overhead water tanks, Parks and Grounds, hospitals, libraries, cinema halls, schools (primary, secondary, higher secondary), colleges, fire stations, hotel, post offices, market maps are digitized using ArcGIS software.  Vegetation map is created using ERDAS Imagine digital image processing software & ArcInfo GIS software, using minimum vegetation index technique. The  requirement of corporations was  to depict State and district boundaries overlaid on satellite image with all the respective head quarter locations. Corporation has various maps pertaining to slums under their corporation limit . Slum area maps are scanned and geo-referenced over the high resolution satellite image (IKONOS)  and other attribute data like population, availability of the facility  etc., are also attached, tax payment details with their house number and name of the owner is identified on the fly.

A model is selected to show all the facilities, tools  to display the metadata, to display the spatial location of lakes and their distribution superimposed over satellite image, to view all the layers, to have utilities like   buffering, adding new layers etc., to query on any layer, to print etc. and have help files for self training and management of the CIS. The other facilities include on the fly identification and viewing of the various features, City survey maps, NMC zonal maps, categorization and list of all the mouza’s . Non-spatial data is collected for slums, city survey zones, road network, octrai naka, buildings, elevation, overhead water tanks, parks and grounds, hospitals, libraries, cinema halls, schools (primary, secondary, higher secondary), colleges, fire stations, hotel, post offices, market, MSEB substations/ offices, banks, police stations, government offices, major land marks, etc are attached to all the GIS   layers.

The GIS database generation is carried out using standard GIS software. However,  at user end, MRSAC has developed CIS software for database viewing, analyzing and querying. The CIS software is  developed using visual basic 6.0 and Map objects 2.0 (an ActiveX Object/COM object developed by ESRI Inc. USA).

 The respective Municipal Commissioner  is given the facility to add new users and other administration details  and identify user authentication for the operation of CIS.  The software has been thoroughly tested before its packaging and deployment. The CIS software is implemented at 5 locations in Maharashtra state, viz. Navi-Mumbai Municipal Corporation (NMMC). Thane Municipal Corporation (TMC), Nagpur Municipal Corporation (NMC), Kalyan-Dombivalli Municipal Corporation (KDMC) and Aurangabad Municipal Corporation (AMC). Officials are trained as well as manuals provided for use. 

Project Deliverables: 


Standard prototype software has been developed and implemented in five municipal corporations namely  NMC (Nagpur municipal corporation), TMC (Thane municipal corporation), NMMC (Navi-Mumbai municipal corporation)  and AMC (Aurangabad municipal corporation), KDMC (Kalyan Dombivalli municipal corporation). Monitoring and change detection of slum area is done with dynamic analysis.  Planners and administrators, engineers, decision-makers may display and perform overlay analysis, query by attribute and query by feature for all the layers in the corporation generally used in their routine activities.  Basic viewing functionality tools such as PAN, ZOOM IN, ZOOM OUT, IDENTIFY etc. are  provided for ready reference. Map composition, printing, scaling, symbology  functionalities are  made available. Editing and updating of non-spatial data is provided for all the layers.  An indigenously developed CIS software comprises of single database, user-friendly front-end and analytical tools for decision support as well as tax and revenue generation. The database design and structuring carried out in the project has taken care of standard spatial database generation which provides unique keys for its linking with non-spatial data. The software can incorporate new requirements without many efforts and thus, is capable of sustaining its support to the administrators. The software development and maintenance is cost effective. Similarly, the spatial database generation, maintenance and updating is easy and quick due to availability of standard GIS commercial software.



CIS implementation has two components


1.  Spatial database development

2.  Integration of spatial and non-spatial database in the CIS software. The procedure for the components has been designed and developed by MRSAC and it can be replicated for other municipal corporations and             councils.

            Continuous interaction with the municipal corporations officers enable us to understand the user requirement and design the software accordingly. With the use of system many more GIS based queries may come up. Considering the potential usage of the system, MRSAC is making efforts to deploy CIS on multi-user environment and is planning to develop similar information system for other corporations of Maharashtra. It has been extremely useful in planning and development of local civic bodies. It also facilitates integration and analysis for development of municipal administration.

            Accuracy of the information depends on the availability of the up-to-date information and its updation in the Civic Information System. By the use of this information system, definitely corporation will increase their revenue and save money in visiting  the various sites.  It will also support  in decision making process for effective and  fast development of the municipal corporations.  A guideline for use of CIS is well documented and provided as help file. In due course this facility can also be replicated for  the municipal councils. Thus, CIS can be viewed as a web-based solution for urban development.
