Process and Policy: As the GIS evolves from individual to departmental and
organizational level, the processes and policy requirements enter the scope of
implementations and the high-level policy associated with data sharing, viewing,
maintenance and elaboration of requirements become crucial to the design of the
system. The databases are transitioning into multi-user environments to support
enterprise GIS needs, where users from multiple departments and organizations
have the ability to view, update and manage the data. Therefore, this path requires
protocol definition with policy and process for distributed data maintenance,
management and conflict resolution' Accordingly, MRSAC shall design and define
the protocol and policy for the GIS in collaboration with the CIDCO officials.
Software and Hardware: The core intent of the CIDCO is to optimally utilize
available information modules for the expansion of user GIS connectivity and Web-
Glsbaseddecisionmakingtools.ClDCocunentlyutilizesthefollowing ESRI licenses:
Eight ArcGIS Desktop version 10.3. One ArcGIS Server version 10.3 Standard and
Portal for ArcGIS CIDCO has already developed Web-GIS project which made the
ArcGIS Server environment available; however, at this time Arc spatial Database
Engine (SDE) is not fully utilized. MRSAC shall also provide specifications for
software and hardware which is required for successful implementation of
Integrated Enterprise GIS system.
Quality Assurance and Database Validation: MRSAC shall make standards for
mapping and creation of City database The CIDCO shall ensure that the desired
accuracy of mapped asset locations is maintained by acquiring the correct
information from field' They will ensure that the field level officials shall not add
garbage data into the system' The department must depute a team for validating
the mapped assets/activities before accepting the final approval for posting in the
database. Once assured, MRSAC shall accept and integrate all the mapped
assets/activities internal database for further visualizations. MRSAC shall
associate in the field work during proto-typing' validation of limited field
observations and related capacity building' activity assumptions l0) Training/
Capacity Building: As a measure for Capacity Building' separate training for back
office, senior officials and other different training modules for ClDCO shall be
conducted by MRSAC. The hands-on training on the operation of mobile
application suite for mapping CIDCO asset would be the major part of such
trainings. Even operating manuals shall be distributed to all ground level staff and
higher officials of ClDCO This workshop is aimed to impart necessary guidance to
all the official of CIDCO for use query of the database in the GIS environment using
web applications. In addition, full overview of the proposed system shall be
